On the 22nd, the National Development and Reform Commission official website issued the "Notice on canceling the pilot reform of incremental distribution business in some regions", saying that during the pilot work, some projects were effectively disconnected from the local power grid planning due to the previous load forecast, and were not connected with the local power grid plan. The main project did not fall to the ground and other reasons, no longer have the pilot conditions. As of the end of August this year, a total of 24 projects applied to cancel the pilot reform of incremental power distribution business. According to the assessment, the National Development and Reform Commission and the National Energy Administration agreed to cancel the pilot qualifications for 24 projects.
From the list, these projects involve Beijing, Hebei, Jiangxi, Hunan, Chongqing, Sichuan, Gansu and other provinces and cities, including Beijing Tongzhou “coal to electricity” smart grid demonstration zone incremental distribution business pilot, Hebei Shahe General Aviation Industrial Park Incremental distribution business pilot, Chongqing Shizhu Eco-industrial Park incremental distribution business pilot, etc., of which Gansu projects accounted for nine.
Since November 2016, the National Development and Reform Commission and the National Energy Administration have carried out 404 incremental distribution service reform pilots in four batches nationwide to encourage social capital to invest in distribution business and effectively improve the efficiency of distribution network operations. , reduce distribution costs.
